President Obama directed Monday that flags be lowered to half-staff to pay tribute to the victims of “the senseless acts of violence” perpetrated at the Washington Navy Yard. NASA’s commercial space partner, Orbital Sciences Corporation, is targeting a Sept. 18 launch of the Cygnus cargo spacecraft, demonstration cargo resupply mission, to the International Space Station.
