From the KSC Bulletin:

“MISUSE OF THE NASA INSIGNIA: Use of the computer templates, containing the NASA Insignia, for the production of NASA letterhead in electronic form is not authorized and should be removed from all computer systems. The Associate Administrator for Public Affairs has requested all NASA centers use only the printed NASA letterhead stationery. “The use of computer file NASA Insignias to custom design stationery provides opportunities for image manipulation and standards degradation which will adversely reflect the professional image of the Agency.” If not approved for specific applications, electronic images of the NASA Insignia (“meatball”) should be removed
from computer systems. (TA-E1)”
