The SAFER Panel met at JSC on August 17, 2000 in Building 1 room 376G at 10:00 a.m.

The following items were discussed:
1. Flight Readiness
- STS106 (2A.2b) Manifest Support
The SAFER 305 GCAR should be signed off today it lacks two signatures. The SAFER 305 batteries will be late shipped on 8/18/00. The batteries are scheduled to be processed at KSC on 08/22/00-08/23/00.
- STS92 (3A) Manifest Support
No change.
2. FIAR/DR Closure Status
- JSC-ER0024, -305 Battery Gauge Board Electrical Short During Burn-in Test (Open 143 days)
JSC-ER0024 is closed.
- JSC-ER0027, Thruster Firing Failure at 150 deg. F (Open 143 days)
The "explain" for JSC-ER0027 was approved for STS-106. FIAR JSC-ER0027 may be closed after the thermal enhancements are completed on all the SAFER units and after the cause for the overheating condition is resolved.
3. Configuration Control

- CR H-0670 R1, AAH LED Function Modification
The new software with the AAH LED function modification will be loaded on SAFER S/Ns 1002 and 1006 at the same time the thermal enhancements are made.
- CR H-0683, On-Orbit Stowage Bag
EC has requested more information on the on-orbit stowage bag before assigning a subsystem manager to assume responsibility for the on-orbit stowage bag.
- CR H-0749, SAFER On-Orbit Trainer
The On-Orbit Trainer CR and PMP are in the signature loop.
- CR H-0752 R1 Inhibit Plug Installation Verification
ER/Kevin Lewis presented a draft presentation on the new inhibit plug installation verification design to the panel. The delivery date on the existing CR needs to be updated.
- CR H-0753 R1 Power Switch Guard Modification
The new power switch guard design concepts are complete and will be reviewed by ER/Walt Guy on 8/18/00.
- CR H-0760 SAFER NBL & 1-G Hi-Fi Mockup Upgrades
There are presently two problems with the SAFER tower latches:
- One tower latch was found to be damaged but was not documented as such in the existing scope of work.
- The mockup latches are not the flight design and do not receive calibration and preventative maintenance.
XA requested that ER provide ROMs on the following new latches:
- 1 set of Class I tower latches (for use as flight spares)
- 3 sets of Class III tower latches
XA requested that HSMS also submit a ROM on the above latches.
- CR H-0788, -305 SAFER Battery Design, Fabrication & Implementation
The 305 battery certification testing has been successfully completed. One waiver was required for the bending radius and further evaluation will be required on three parts whose failure could each cause the battery to drain: a transistor, a resistor and an IC circuit. NX has recommended that these parts be destructively tested and optically analyzed. Also NX has recommended that the battery board be radiation tested because the previous radiation testing was performed on an X38 version of the board, which is not the exact configuration of SAFER battery board. A meeting for NX, EP, ER, NT and DX is tentatively scheduled for 08/22/00 to discuss if the destructive testing and analysis and additional radiation testing is really necessary.
EP/Eric Darcy recommended that the batteries flown on STS-106 (2A.b) be used again for STS-97.

On hold until hi-fi mockup latches can be replaced with flight-like latches.

James Shu will provide ER with a memo summarizing the results. ER will forward the memo to XA. XA will discuss the angular acceleration topic with the MPLM group and ER will discuss with ES. 05/12/00: ES confirmed the need to include the angular acceleration in the analysis. 05/16/00: Awaiting MPLM contact person to be provided by XA I&O lead for 5A.1. 05/18/00: ER provided the analysis performed by LM. 05/25/00: ER is waiting for a response from the MPLM stress analyst. New ECD: TBD. 06/15/00: ER will meet with the MPLM contact person on 06/15/00. 06/22/00: The MPLM stress analysis is presently in review with the MPLM stress analyst. 07/13/00: The MPLM stress analyst (Satya Pilla) has provided additional MPLM launch/landing environment information. James Shu is reviewing the environment information. 07/20/00: The MPLM stress analyst has indicated that the SAFER can be launched in the MPLM.
