Description
NASA/HQ plans to issue a Request for Proposal (RFP) for technical and administrative support for the United States Global Change Research Program (USGCRP) National Coordination Office (NCO) in Washington, D.C. The government anticipates awarding a Cost Reimbursement Hybrid Core plus Indefinite Delivery Indefinite Quantity (IDIQ) contract. The anticipated maximum ordering value for the IDIQ portion of the contract will be $8M. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541611 and $14M, respectively. The anticipated release date of the Draft RFP is on or about July 26, 2014. The anticipated release of the final RFP is on or about October 2, 2014 with an anticipated offer due date of on or about November 3, 2014. The firm date for receipt of bids or proposals will be stated in the RFP. All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html . The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer.
