The Translational Research Institute for Space Health (TRISH) encourages potential reviewers to volunteer their information for the purpose of upcoming reviews for the TRISH Biomedical Research Applications in Space Health (BRASH) solicitation. Potential respondents can sign up via the “BRASH Request for Reviewers (BRASH1901RFR)” on the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) web page (https://tinyurl.com/BRASH1901-RFR). Responses are due by May 1, 2019.

Signing up does not commit you to serve, nor will TRISH be obligated to invite you to serve on a review panel. Instead, the availability of electronic reviewer volunteers will aid the peer review process to fill reviewer vacancies efficiently, and it will enhance the quality of the review process with the identification of additional expertise. The community benefits through broadening the electronic reviewer pool. Reviewers benefit by broadening their own personal experience.

The sign up process is completed through NSPIRES and all respondents are required to register with NSPIRES.
If you responded to a previous TRISH RFR, you do not need to respond to the current one. To register for an account, go to https://nspires.nasaprs.com and click on “Getting an Account” on the left hand margin of the screen. Respondents do not have to affiliate with an organization during registration to submit a response nor have an authorized organizational representative submit on their behalf.

To create an RFI response:
  • Log in using your NSPIRES user name and password (https://nspires.nasaprs.com).
  • Access “Proposals/NOIs” in the NSPIRES Option Page.
  • Click on the “Create NOI” button on the right side of the screen. Select the “Biomedical Research Advances for Space Health (BRASH) – Request for Reviewers (RFR)”
  • Follow the step-by-step instructions provided in NSPIRES to complete your response.

The Government and/or TRISH do not intend to award an award on the basis of this RFR or to otherwise pay for the information solicited. As stipulated in Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. Inputs shall be compliant with all legal and regulatory requirements concerning limitations on export-controlled items. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as “Proprietary or Confidential” will be kept confidential.

This is is not a research solicitation announcement. If a solicitation is released it will be synopsized on the TRISH website and available in NSPIRES. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis. This RFR is for informational and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for any information solicited.
The issuance of this RFR does not obligate NASA or TRISH to act on any of the responses. Any costs incurred by an applicant in preparing a submission in response to this Call are the responsibility of the applicant.
