Description

NASA/GSFC has a requirement for numerical modeling and system virtualization to research the feasibility of moving the development environment from the current linux based environment to an Intel based virtual machine.

Work to be performed as follows:

1. Create a standalone development system which mimics the current environment utilized by the Software integration and Visualization Office (Code 610.3) for the front end to the super computer.

2. Establish performance baselines for the standalone system.

3. Develop a prototype virtual machine that executes on Intel based Host OS. As Code 610.3 uses a variety of Host OS, VMWare virtualization products will provide the most efficient path. This includes VMServer, VMServer Console and VMPlayer for Windows and Linux along with VMWare Fusion for Mac OSX.

4. Test interoperability of VMWare solutions across the variety of Host OS implementations. Host OS which will be tested include Windows XP, Red Hat Fedora Core 7 and Mac OSX (flavor to be defined by Code 610.3).

5. Establish baselines for performance in Virtual environments.

6. Produce documentation supporting a feasibility decision for using virtualization as a sandbox strategy for modeling efforts.

7. Develop success criteria for a virtualization effort. Specifically define what performance parameters need to be achieved to make a virtualization strategy successful.

8. Produce report describing results of various configurations and produce a recommendation for development of stable, maintainable and portable modeling environments.

NASA/GSFC intends to purchase this service from Embedded-Eng, Inc. Embededded-Eng has some unique capabilities including experience with the development of numerical models and signal processing algorithms for a number of industries, including atmospheric remote sensing, as well as research in the core technologies associated with the system Virtualization. Coupling these two backgrounds could yield significant savings in efficiency and accuracy of modeling activities executed by our researchers.

It is the offeror’s responsibility for downloading their own copy of this notice and amendments (if any).

Authority is FAR 13.106-1(b)(1) Only one source reasonably available.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

This procurement is being conducted under the Simplified Acquisition Procedures (SAP) set forth in FAR Part 13.

This solicitation/synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 11, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
