Description

NASA/Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP) for the Space-based Gravitational-wave Observatory Telescope Study procurement. The study is intended to determine a feasible telescope concept for the preliminary science requirements, and assess the critical thermal, optical, mechanical and dynamic environments that drive the Spaced-based Gravitational-wave Observatory (SGO) telescope design. The resultant contract will support GSFC’s Science and Exploration Directorate. This competitive procurement will result in a Firm Fixed Price contract (FFP). This contract will have an anticipated period of performance of approximately (6) months form the effective date.

The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be a full and open competition. The NAICS Code and Size Standard are 541990 and $14 Million, respectively.

All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about August 1, 2012, with an anticipated due date of on or about August 24, 2012. The Government intends to perform the evaluation in accordance with FAR Part 15.

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

All contractual technical questions must be submitted in writing via e-mail. Telephone questions will not be accepted.

In addition, a draft Statement of Work will be uploaded with this synopsis to allow industry the opportunity to provide feedback to the Government on these requirements.
