This Industry Day Announcement is for the United States Air Force, Launch Services New Entrant Certification Guide (NECG): Event Description: The Space and Missile Systems Center (SMC), Launch and Range Systems Directorate (LR), Los Angeles AFB, California is holding an Industry Day to discuss the United States Air Force Launch Services New Entrant Certification Guide (NECG). The event will kick-off the morning of Thursday, 1 December 2011. We will hold group general sessions from 8:30 AM to 12:00 PM to present overview information about the NECG. Contractors may request optional thirty minute breakout Q&A sessions to further discuss the topic of the day, which will begin at 2:00 PM between company and government representatives.

The intent of this event is to provide an overview and answer questions regarding the NECG. The Guide provides a risk-based approach that SMC will use to certify the capability of New Entrant launch companies to provide launch services for Department of Defense (DoD) National Security Space (NSS) missions on EELV-class launch vehicles.

Industry Day Location: Gordon Conference Center (GCC), Area 2, Building 270, 1st floor 200 North Douglas Street El Segundo, CA 90245-2808

Greeters will be at the Douglas Street entrance Visitor Control Center from 8:00 AM until 9:15 AM to provide directions to parking and the GCC.

Industry Day Participants: Participants must be US citizens from domestic firms and must submit a visit request. RSVPs should include: name and title of all attendees, contact information for the company’s point of contact, and whether attendees wish to schedule an individual breakout session between their company and the government. Thirty minute time slots for interested attendees will be scheduled from 2:00 PM to 5:00 PM, so RSVPs should also mention any time constraints. In the interest of productive dialogue, the Government requests contractor teams limit personnel to five for these sessions.

Please submit visit requests and an alphabetized listing (by last name); include full name, SSN, cell phone (to be reached at the event), email, company name, # vehicles for company attendees, and identify drivers via e-mail NLT 4:00 pm PST on Friday, 25 November 2011. Participants must have valid driver’s license, proof of car insurance, and proof of vehicle registration to drive inside Los Angeles AFB.

This information must be provided in advance in order to ensure access to industry day site and assure adequate seating for industry day attendees. There is limited parking, so please carpool. Attendance at industry day will be voluntary and is not required to become certified. SMC will not provide any cost reimbursement for industry day attendance. Snacks, beverages, and lunch are available at a number of locations on-base. Participation by small and small disadvantaged businesses is encouraged. Data access: The NECG is an International Traffic in Arms Regulations (ITAR)/Export Controlled document, therefore access is subject to approval. New Entrants may acquire the NECG prior to Industry Day. Question Submittal: Potential Offerors are requested to submit all questions and comments on the NECG by COB Friday, 18 November 2011 via email to the following Procuring Contracting Officer (PCO): Ms. Tracy Stroud: tracy.stroud@losangeles.af.mil. Clearly identify any questions or information deemed proprietary.

An effort will be made to address comments and questions during Industry Day. Questions that are initiated during industry day may be addressed at the conference or be deferred. A comprehensive set of Q&As will be posted after Industry Day. Questions raised that are proprietary in nature shall remain confidential. Answers to questions will be available to participants by request from Capt Joseph Hammes at joseph.hammes@losangeles.af.mil.
