Description

NASA/JSC has a requirement for up to eleven (11) SELPUs for the Space Shuttle CEE ACES. This includes all necessary testing support, facilities, and documentation (drawings, document reviews, test reports, etc.) required to qualify and certify the new SELPU design.    

These flight units are flight critical and required in support of STS 114.    

The CEE small life preserver is required to provide enhanced crew survivability in the event of a Shuttle Orbiter bailout scenario over ocean water.    

The life preservers are integrated into a CEE harness assembly worn over the ACES.    

The new units provide enhanced mobility, self-righting, free-board performance, and adequate ACES helmet anti-suffocation valve flotation for smaller size crewmembers as compared to the current ELPU. NASA/JSC intends to purchase the items from Mustang Survival Corporation, Richmond, British Columbia, Canada.    

There is only one responsible source and no other supllies or services will satisfy agency requirements.        

The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 7, 2004.    

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.    

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
