Description

NASA/ARC has a requirement for Science Operations, Payload and Software support for the Ultra Violet Light Emitting Diode (UV/LED) experiment. The UV/LED payload will demonstrate a charge management concept using new deep UV-LED’s to control the charge of an electrically isolated test mass without requiring physical contact. This development will provide a platform that will control charge of a free flying mass that is central to the drag free systems which are intended to be affected only by gravitational forces and unaffected by atmospheric drag and solar pressure.

NASA/ARC intends to purchase this work from Stanford University. Over the past five years, Stanford University has developed a ground based system experiment demonstrating the UV-LED based AC Charge management concept with partial funding from NASA HQ grant NNX10AV12A S02. This system includes test apparatus, software and test procedures. The flight payload that has been developed at NASA ARC is based on the Stanford research model. NASA requires services with a fundamental understanding of the operation of the Stanford UV-LED research model and the ability to run experiments on the research model to support flight model testing, operations, anomaly resolution and scientific data interpretation. Stanford University is the only known company with the unique knowledge, hardware, and specialized test facilities required for these tasks.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m. local time on February 3, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
