The NASA Carbon Monitoring System (CMS) is a forward-looking initiative designed to make significant contributions in characterizing, quantifying, understanding, and predicting the evolution of global carbon sources and sinks through improved monitoring of carbon stocks and fluxes ( Initiated and directed through a 2010 Congressional Appropriation, the program conducts pre-Phase A and pilot initiatives for the development of a carbon monitoring system. This solicitation seeks new work directed towards (1) acquisition, field sampling, quantification, and development of prototype Monitoring Reporting and Verification (MRV) system capabilities which can provide transparent data products achieving levels of precision and accuracy required by current carbon trading protocols, (2) use of this type of information for local and regional applications related to Reducing Emissions from Deforestation and Forest Degradation (REDD) in developing nations, and/or (3) filling gaps in ongoing NASA CMS research regarding quantification of errors and uncertainties in NASA CMS products and in understanding and engaging the users of carbon monitoring information.

This Amendment releases the final text for Appendix A.7, CMS. Notices of Intent are requested by May 29, 2013, and proposals are due June 28, 2013. The proposal due date is 60 days from release of this announcement, rather than the standard 90 days, because of the FY 2013 appropriations committee requirement that for this activity “funds shall be competitively awarded within 120 days of enactment of this act.”
