Description
The Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM, hereby withdraws the sole-source award presolicitation notice for RSS Ground Launch posted to the Government-wide Point of Entry on 20 July 04, and announces intent to release an RFP for full and open competition for multiple awards of a five-year Task Order Indefinite Delivery Indefinite Quantity (IDIQ) contract with Fixed Price Incentive Firm (FPIF) Task Orders.
The RFP release is tentatively scheduled for 16 August 2004.

Description
The Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque, NM, anticipates the sole-source award of a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price Task Orders for ground launch spacelift vehicles and services to Space Exploration Technologies Corporation (SpaceX).
Subject RFP number will be retained for use in continuing the RSS Air Launch source selection.
Market research reveals that only one responsible source exists for the ground launch requirement and no other supplies or services will satisfy agency requirements. For this reason, it is not possible to conduct a competitive procurement. The Air Force intends to continue to monitor the market and will compete this effort as soon as market conditions warrant.
Any persons or companies that feel they can meet the requirements for this effort described below and wish to be considered as a possible prime contractor should respond to this notice with a document demonstrating your capability to meet the following: (A) Performance to Orbit: Please detail your capability to meet the parameters stipulated in TRD paragraph 3.2.1.1 (Throw-weight to Orbit), 3.2.2 (Payload Requirements), 3.2.2.1.4 (Mass Properties) as well as your concept to meet the 12-month Period of Performance (PoP) as outlined in paragraph 1.2 (Overview). (B) 12 month Period of Performance (POP) or less from Delivery Order award to Initial Launch Capability (ILC); (C) capable of lifting a 500 lbm payload to a 400 nmi Sun synchronous orbit; (D) provide a payload size capacity of at least 40 inch diameter with a 60 inch height; (E) optimized hardware and operations to achieve minimum cost ($5M-$10M) with higher risks being acceptable.
Background: The purpose of this program will be to provide low cost orbital launch vehicles and responsive (launch 12 months from award of basic contract) launch services, on a recurring basis, using a mature vehicle design and commercial (non-Minuteman or Peacekeeper) derived booster to meet mission/payload requirements.
Background: The spacelift vehicle is required to have the following capabilities: the contractor is required to develop the launch vehicle that includes, but is not limited to, development of the guidance and control systems, mission/targeting software, flight termination systems, structures, aerodynamic & thermal analysis.
The contractor will develop, procure, and build flight hardware, and integrate (payload and range assets) and launch the RSS vehicle(s) from any of several ranges.
The contract POP will be for five years and will require flexibility in responding to unique technical requirements, vehicle quantity, and schedule changes.
Dependent on the mission, the government may provide the following GFE: payload(s), launch facilities, and launch vehicle transportation.

An ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition.
The ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel.
When requested, the ombudsman shall maintain strict confidentiality as to the source of the concern.
The ombudsman does not participate in the evaluation of proposals or in the source selection process.
