Description
NASA/JSC has a requirement for use of the Japan Aerospace Exploration Agency (JAXA) proximity communications system (PROX).
NASA/JSC intends to procure JAXA operational support of their PROX system in order to meet its obligations for International Space Station (ISS) resupply under international agreements. The PROX system is an ISS service that is available for commercial visiting vehicles. The JAXA PROX system will be used to support the rendezvous and berthing of a commercial Visiting Vehicles (VV) to the ISS which will supply needed cargo to the ISS and provide disposal for trash.
The PROX system is partially located in the Japanese Kibo module on the ISS, and is operated via JAXA’s Space Station Integration and Control Center (SSIPC) in Tsukuba, Japan. When the VV approaches close to the ISS, the PROX antenna will initiate communications with the portion of the PROX system components located on the VV. The ISS’s orbital location and speed will be immediately relayed to the VV through the PROX antenna in the Kibo module. In addition, the PROX system will relay commands to the VV and will provide telemetry from the VV.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on June 22, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
All responsible sources may submit an offer which shall be considered by the agency.
