Description

NASA/JSC has a requirement for forty-one Radio Frequency Identification (RFID) Readers and other associated peripherals (i.e. extra batteries, handle battery, USB cable, and power controller) to serve as the International Space Station (ISS) Next Generation RFID and Barcode Reader.

NASA/JSC intends to purchase the items from A.C.C Systems Inc. These RFID Readers are qualified to support all ISS Program requirements. The RFID Reader and its peripherals are shielded such that they passed Radiation testing and can accept a total dose of radiation exposure of 600 RAD(silicon) with 200 MeV protons which will certify them for an on-orbit lifetime of ten (10) years for ISS utilization. The RFID Reader and its peripherals must be capable of passing zero-gravity (Zero-G) testing.

A.C.C Systems, Inc. is the only company who can produce the RFID Readers and other peripherals being procured under this solicitation that meet the following fabrication, manufacturing and parts requirements with a delivery date of December 2, 2010 in order to allow for proper integration for Progress Vehicle 42P.

1. The delivered RFID Readers shall be manufactured in a single homogeneous production run.

2. The delivered RFID Readers shall be integrated with component parts coming from unique or single lot sources (i.e. System boards, Chipsets, Memory, LCDs, Wireless Daughter cards, Batteries, etc.).

3. All delivered integrated components shall have the same board revision or part number.

4. All Printed Circuit Boards (PCBs) shall be compliant with IPC 6011 and 6012, Class 2.

5. The delivered RFID Readers shall have all the same BIOS and firmware versions for all integrated components.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 11/19/2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
