Description

NASA/JSC plans to issue a Request for Quotation (RFQ) for a wood orbiter, shaped to NASA Orbiter scale details, 1/200th scale in size. The NASA Logo (meatball) is required. The old NASA Logo (worm) is not acceptable. The Orbiter nameDiscovery must be on the vehicle. Orbiter scale requires black round base for display and will have the Space Flight Awareness logo imprinted on the front, leading edge of the base. Sample of base and logo imprint is requested. The quantity needed is 900 each and delivery is required by July 1, 2003. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Toys and Models Corporation. Toys and Models is the only responsible source and no other supplier will satisfy agency requirements. Toys and Model demonstrated unique and innovative capabilities to provide the services needed to the Government. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 28, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
