Description

NASA/SSC intends to lease the research vessel, Acadiana, from the Louisiana Universities Marine Consortium (LUMCON) on a sole source basis. The research vessel is the only available research vessel within close proximity to the area of study, the coastal waters of the State of Louisiana. A Recommendation and Determination to Solicit From One Source is included in the file. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Statement of work is as follows: Rental of the Research Vessel, Acadiana from the Louisiana Universities Marine Consortium (LUMCON). This research vessel will be used in the completion of a proposal involving remote sensing validation techniques. Fieldwork aboard the R/V Acadiana will take place in the coastal waters of the State of Louisiana. The performance period will be between April 1, 2003, and January 30, 2004, and will consist of several 2-3 day cruises. The scheduling of fieldwork depends on weather conditions within the study area. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541710 and 500 employees, respectively. The DPAS Rating for this procurement is DO-C9. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on March 25, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
