Description

NASA/JSC plans to issue a Request for Proposal (RFP) for the International Space Station (ISS) Program Integration and Control (PI&C) Contact. The effort includes products and/or services that support ISS Program functions related to program management and integration, including engineering/technical support and analysis. The scope of work previously issued in the DRAFT Statement of work remains unchanged.

The provisions and clauses in the RFP are those in effect through FAC 01-10. The contract type chosen for this acquisition will be Indefinite Delivery/Indefinite Quantity (IDIQ)/ Labor Hour/Cost Plus Award Fee (CPAF). The Period of Performance for this effort is contemplated to be four years and nine months plus two one year priced options, beginning January 2004. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 1,500, respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date of the DRAFT RFP is February 2003. The FINAL RFP is anticipated for released in May 2003, with an anticipated proposal due date in June 2003. Upon RFP release all qualified responsible sources may submit a proposal, which shall be considered by the agency.

Any potential contractors interested in teaming arrangements may review the list of sources obtained in response to the Request for Information (RFI) Synopsis for the PI&C effort. The RFI was issued October 11, 2002. The list of sources can be found on the ISS Contract Strategy homepage at url: http://jsc-web-pub.jsc.nasa.gov/bd01/excellent-strategy/ .

All data contained on the homepage referenced above will be migrated to a new homepage on or about January 2003. A link will be built into the current homepage making all information attainable by all interested parties. Statements of work from contracts will be added to the website. An ombudsman has been appointed. See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. T
