Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED.
Solicitation number RFQ NR-MR0000-3-00005 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This procurement action is full and open. The associated North America Industry Classification System is 542490. A firm is a small business for the purpose of this requirement if it size standard is $6 million. National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), National Undersea Research Program (NURP) requires services to operate and manage the NOAA-owned AQUARIUS undersea laboratory located approximately four (4) miles off Key Largo, Florida, in 50 feet of water during specialized training exercises for teams of NASA appointed astronauts The AQUARIUS has living accommodations and research facilities to conduct undersea and space related research.
The period of performance shall be from June 1, 2003, to July 30, 2003. The Federal Acquisition Regulations (FAR) web site is www.arnet.gov/far/loadmainre.html. The provision at FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 1000) applies: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers: (I) technical capability of the item/service offered to meet the Government requirements; (ii) price; (iii) past performance. Technical factor shall be having the ability to operate and manage the AQUARIUS or similar facility evaluated at 30%, and past performance – having managed the AQUARIUS at 40%, when combined are 70% when compared to price. Offerors shall include a completed copy of ONLY the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and there are no addenda to this provision.
