Description

The Propulsion Research and Technology Project in the Next Generation Launch Technology Program (NGLTP) intends to solicit proposals for research & technology development in components and engineering capabilities for airbreathing propulsion applied to future space launch vehicles. The proposals solicited should target advancement of critical airbreathing propulsion technologies integral to technology development for next generation launch systems. The technologies will support the National Aeronautics and Space Administration’s (NASA) Office of Aerospace Technology (OAT) Enterprise goals and objectives, and will focus on the space access requirements needed to meet the long-term space transportation goals.

The proposal solicitation will be through a NASA Research Announcement (NRA). The anticipated release date of the NRA is 3 February 2003, with an anticipated offer due date of 5 May 2003. The level of total award for all tasks is anticipated to be up to $25M for FY 04-06, pending approved annual NASA budget levels. NASA Glenn Research Center (GRC) will issue the solicitation. This NRA solicits research and technology development proposals in the focused areas of Propulsion Research and Technology.

Areas of interest are: 1) Rotating Components and Seals , Turbine Based Combined Cycle (TBCC) High Temperature Bearings and Seals, Metallic Disks and Rotors, Static and Sliding Seals, Ceramic Turbine Blades, 2) Propulsion Flowpath Components , Cooled Panels, High Speed Inlets, Large Static Ceramic Structures, 3) Engineering Capability Development , Ram Combustion, Air Augmented Rocket, and Ejector Ramjet Physics; Test Instrumentation, Integrated Thermal Balance, and Wide Operating Range Design Techniques (Inlets, Turbomachinery, Isolators, Afterburners, Combustors and Nozzles). The proposals are expected to address research and technology developments at conceptual and early stages of maturity. Through appropriately identified tasks, proposers shall demonstrate the ability to advance the technology to meet the NASA defined technical performance goals. The proposals must define the current engineering capability in terms of technical performance metrics, the entrance and exit technology readiness levels, the success criteria, and the technical performance metric values to be reached for the proposed period of performance. The results at the exit point must provide convincing evidence that the final technology product can make a strong contribution toward meeting program needs and can be integrated into the on-going technology development for future vision propulsion systems. This NRA solicits proposals from U.S. industry, educational institutions, nonprofit organizations, and U.S. Government agencies (acting as part of a team led by industry, academia or non-profit organizations). The solicitation and non-ITAR restricted documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 2000 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.

Once potential offerors have been approved for receipt of ITAR information, the potential offerors will be given access to the appropriate areas within the database. In addition, it is possible that some restricted data will be provided by CD. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
