Description
NASA/HQ plans to support/sponsor a course entitled “National Security Management” by Kathy Millsen at Syracuse University Campus. The authority is only one responsible source 10 U.S.C.2304? (1). This procurement is being conducted under the Simplified Acquisition Threshold. NASA/HQ intends for The Maxwell School to provide a six-week resident course entitled ” National Security Management”. The course will explore the challenges in the area of national security.
The course is endorsed by the NASA Fellowship Program. The course will help NASA to understand key elements needed to support executive and employee development in this area. The course will provide lectures, case studies, simulations, and group briefings are all designed to create a through understanding of four major areas of the art and science of national security: resource issues; interagency relationships; democratic control; and global security environment. The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 01/17/2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
