Description

NASA/MSFC has a requirement for “MSFC Stakeholder Assessment Survey.” NASA/MSFC intends to purchase the items from CSP Associates, Inc., Cambridge, MA, pursuant to FAR 13.106, for the acquisition of supplies and services determined to be reasonably available from only one source. CSP Associates, Inc., performed the previous efforts upon which this expanded effort is based. CSP built a network of sources and created an extensive database during the performance of the previous efforts. The present, expanded effort, requires a reassessment of the performance-measurement data previously compiled and analyzed by CSP Associates, Inc. The effort requires re-interviewing external customers and the stakeholder community, compiling data, and comparing data to data previously gathered by CSP Associates. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on September 3, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
