Description
NASA/Kennedy Space Center plans to issue a Sole Source Request for Quotation (RFQ) to Roger Mellott Inc., Covington LA 70435, for training, consulting, coaching and facilitating to various NASA centers under an Indefinite Delivery Indefinite Quantity contract. The firm fixed price contract period of performance is anticipated to be one year with two one year options (potential three (3) year effort). The training sessions may include the following types of training; stress management, leadership development, organizational development, personal development, problem solving, team building, personal communication, and interpersonal skills. Some training to be provided will be based on the recommendations of the Columbia Accident Investigation Board (CAIB) report. These services are a continuation of services previously provided by Roger Mellott Inc. This contracting action under other than full and open competition is authorized by 10 U. S. C. 2304(c)(1) because the services required are available from only one responsible source and no other type of supplies or services will satisfy the requirements. This contractor, over several years, has developed in-depth knowledge of the NASA workforce which uniquely qualifies them to perform continued training to NASA. This procurement is being conducted under the Commercial Acquisition Procedures. For informational purposes, the value of similar work over the past two year period was approximately $500K. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. local time on 12/29/2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
