Description

The Uniformed Services University of the Health Sciences intends to procure on a sole source, personal service basis, the operation of the Spaceline space life sciences bibliographic services unit, composed of approximately ten (10) persons with specialized expertise. The unit shall provide scientific and technical expertise in the support and ongoing development of space life sciences bibliographic data, preparation of specialized bibliographies and literature searches, and creation of written summaries of space life sciences research. The contract shall consist of a base period of one year, followed by four one-year option periods. The base year period is anticipated to begin on March 1, 2003 and run through February 29, 2004.

The Spaceline Project was established to create and continue development of online bibliographic data in the space life sciences. It maintains a database that was created in 1995 as a cooperative venture between the National Aeronautics and Space Administration (NASA), the National Library of Medicine (NLM) of the National Institutes of Health, and the Spaceline Project of the Uniformed Services University of the Health Sciences (USUHS).

The Spaceline database consolidated results of space life sciences research into a single source and made this resource available to the scientific and educational communities. Deliverables under this contract include identifying new literature to be added to the database; obtaining copies of desired publicationsto be added; creating and adding new NASA records to the NLM databases and modifying NLM-derived records with necessary data; continuing to perform associated database developmental activities with NLM to keep space life sciences data current and optimize its accessibility; serving as the primary source of information and outreach about space life sciences bibliographic data; providing bibliographic and literature searching services to designated NASA personnel, including regular compilations of recent publications; and selecting and creating approximately ten (10) written summaries per year describing highlights of NASA space life sciences research. The contractor is expected to make a reasonable effort toward the collection of data and entry of records. It is expected that approximately 1,000 new records and 500-1,000 older records will be entered on an annual basis, keeping the data current with the new literature and continuing to fill gaps in the older literature. Although these ranges are flexible, the Government reserves the right to inspect the progress of the data collection and monitor the contractor?s performance in this area.

The contractor shall submit and Annual Report, of which one copy each shall be sent to the Contracting Officer and the Contracting Officer’s Representative (COR). This contract will be for the personal services of the individuals designated in the contract in support of the Spaceline project. The contractor will be required to provide the best-qualified individuals available. All personnel hired for this project will subject to the final approval of the COR and the Contracting Officer. The contractor is expected to perform the requirements on an independent basis. Although direct supervision will be rare, the COR or designated government personnel may provide periodic direction and oversight of the project. Contractor personnel may work side by side with government personnel in certain area of the project.
