Description

The Uniformed Services University of the Health Sciences (USUHS) intends to award on a sole source, personal service basis, a contract to the Henry M. Jackson Foundation (HMJF) for the Advancement of Military Medicine, Rockville, Maryland, to provide an individual to serve as an Associate Professor in the Department of Medicine, USUHS, and as an administrator in Aerospace Medicine for the National Aeronautics and Space Administration (NASA).

The USUHS activities are to comprise thirty percent (30%) of the time of the selected individual, with the remaining seventy (70%) is devoted to his/her NASA duties. The individual selected must possess an M.D. degree, and have substantial experience in medical school teaching, educational administration, personnel management, research and development, and expertise and experience as reflected by a significant number of papers published in critically reviewed scientific journals appropriate to his/her research. He/she must possess active membership in scholarly societies appropriate to the Department of Medicine.

Experience with medical applications of electronic data processing is desirable. The incumbent will serve as Associate Professor in the Department of Medicine, USUHS, and as such will be responsible for teaching, patient care, and administrative assignments. The incumbent will assist in planning and development of curriculum, participate in the development and organization of specific courses of study, and supervise groups of medical students, interns, and residents. He/she will be responsible for teaching new research techniques, use of appropriate instruments and equipment, and statistical and analytical procedures.

The incumbent will also prepare materials for presentation, provide daily supervision, and review student performance. He/she will serve as advisor to predoctoral and postdoctoral assistants in guiding their training program, and prepare lectures in areas of expertise to the student body. He/she will perform patient care including all appropriate technical procedures, and will supervise all patient care services performed by staff and students in area of expertise. The incumbent will review and critique research and developmental areas, provide expert advice and monitor research in his expertise field. He/she will serve as research advisor to graduate students in field of expertise, and assist in planning programs, setting objectives, and evaluating progress. He/she will write and edit texts, articles and other materials for use in the source of study and for research purposes.

The incumbent will serve on major standing committees, and may be required to prepare staff reports. At NASA, he/she will act as the Liaison Officer between the NASA Office of the Chief Health and Medical Officer and the Bioastronautics Research Division of the Office of Biological and Physical Research. He/she will assist in the development of policy for the Biomedical Research and Countermeasure ground research program and the peer review process for the evaluation of the scientific merit of research proposals submitted in response to NASA Research Announcements or programmatic requirements.

The incumbent will serve as lead scientist for selected Life Sciences ground and space projects, and assist in NASA outreach and education. This contract will be awarded in accordance with statutory authority permitting other than full and open competition at 10 USC 2304(c)(5), “Authorized or required by statute.” The proposed procurement is in compliance with Public Law 98-36, “Foundation for the Advancement of Military Medicine Act of 1983” and 10 USC 2113 (j)(1)(A), which authorizes USUHS to award contracts on a sole source basis to the Henry M. Jackson Foundation.
