Description

NASA/ARC has a requirement for Advanced Leadership Seminar for Scientists. This effort is necessary and essential to the Center’s ability to meet its strategic objectives. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The provisions and clauses in the RFQ are those in effect through FAC 01-14. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. The North American Industrial Classification System and size standard for this procurement is 541618 and $5.0M. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. NASA Ames Research Center intends to negotiate on a sole source basis with Alice Sapienza, DBA, for the procurement of Advanced Leadership Seminar for Scientists for 3 days, June 10-12, 2003. The contractor shall prepare, train, and develop the Ames Research Center scientists? community for the current working environment (NASA?s Human Capital Initiative) as a continuing effort to Ames, which is characterized by rapid change, incomplete communication, resistance to new developments and structural re-organization and reporting. The audience to which this statement of work is aimed is the scientist community at Ames. Due to these significant and increasing changes in operating styles and reporting structures, Ames has identified a need to provide training and assistance in a wide variety of organization development areas, included but not limited to improving motivation, communicating more effectively across tasks, teams, and organizational boundaries to develop and enhance the leadership capability and competencies of these key individuals. To meet NASA?s Human Capital Initiative, Ames has a requirement to provide training in Advanced Project Leadership tailored for the NASA Ames scientist community. Offeror shall design, plan, develop, and facilitate an advanced project leadership course specifically for our scientists to assist them in their efforts to effectively work within the changing environment, and to assist our scientists in applying the scientific method to the challenges of a leadership role by:

– Enhance leadership capabilities and competence of Ames scientists

– Improve motivation

– Improve communication across task, team, and organizational boundaries

The offeror shall be a subject matter expert in the application of the scientific method to leadership challenges and project management methodology. The offeror shall have at least 10 years of executive teaching experience designing, conducting, and evaluating leadership seminars for scientists. Offeror shall have design focused on the widely identified leadership practices of motivating and communicating project team members:

– Tailored to the unique needs of NASA scientist
– All necessary and relevant training materials case case studies, pre & post training materials, exercises, and all required training materials Offeror shall have expert knowledge in organization behavior and facilitation, extensive understanding and familiarity with Ames, NASA, and the scientific working environments. In addition, offeror shall have current knowledge of principles and practice associated with change management, organizational dynamics, multi-level communication and leadership. The offeror will have knowledge of and experience with the administrative systems within the Center.

Offeror shall be available immediately to plan, interview, design, and facilitate. Award shall be made based upon the following factors: 1) Expertise in teaching the application of the scientific method to the leadership role. 2) Expert knowledge in organization behavior, design, and facilitation applying the scientific method. 3) An understanding and knowledge of Ames current working environment, and the internal administrative systems within the Center. 4) Being able to begin work immediately based upon the required dates. 5) Possess a minimum of a BS Degree in a scientific discipline.

Offerors shall provide the information required by FAR 52.212-1. FAR 52.212-4 is applicable. Addenda to FAR 52.212-5 are as follows: ) NASA FAR is applicable and the following identified clauses are incorporated by reference: 1852.204-74, Central Contract Registration (August 2000) and 1852.223-72 Safety and Health (Short Form) (April 2002) and ARC 52.232-93 Submission of Invoices-Fixed Prices (Feb 1998) SUBMISSION OF INVOICES–FIXED PRICE (ARC 52.232-93) (MAR 2001) (a) Invoices shall be submitted to the Accounting Operations Branch, M/S 203-18, Ames Research Center, Moffett Field, CA 94035-1000, in quadruplicate (an original and three copies). (b) Reporting Requirements under Taxpayer Relief Act of 1997 (1) The Taxpayer Relief Act of 1997, enacted August 5, 1997, requires Federal executive agencies to file information returns (i.e., Form 1099-MISC) for payment of $600 or more to corporations for services. Payments for services under certain confidential or classified contracts that meet the requirements of Internal Revenue Code Section 6050M(e) are excluded from the reporting requirements. This change became effective as of January 1, 1997. (2) In order to comply with the Act, the contractor shall separately subtotal taxable services and nontaxable materials and supplies on each invoice. If subtotals are not specified on the invoices, the Government will presume that the entire invoice amount is reportable and will be shown on the Form 1099-MISC generated by NASA and provided to the contractor and the Internal Revenue Service. (c) Invoices shall denote the numerical sequence of the invoice, and shall include the contract number, delivery order number (if any), Taxpayer Identification Number (TIN#), Banking Information for Electronic Funds Transfer (EFT), contract line item number(s), description of supplies or services, quantities, unit prices, and extended totals. If shipped on Government Bill of Lading, indicate Bill of Lading number and weight of shipment. (d) This contract ( ) does (x) does not provide for partial payments.
