Description
NASA/MSFC has a requirement for support to the MSFC Operations Integration Office for advanced concept and system definition and study.
NASA/MSFC intends to purchase the services from Computer Sciences Corporation as a sole source procurement for operations integration support to Constellation transportation systems definition and Constellation system engineering and integration activities, which are already in progress using a small team of MSFC and CSC personnel.
Competition is impractical for the following reasons: 1) the operations support to the above described activities relies heavily upon processes and technical expertise obtained during the Orbital Space Plan program and further adapted to support ongoing Constellation activities and 2) because the specific expertise gained in the prior months cannot be duplicated or communicated to another vendor quickly, only CSC can provide the effort necessary to support near term deliveries without impact to schedule.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kimberly J. Adams, PS53, via email Kimberly.J.Adams@nasa.gov not later than 3:30 p.m. local time on October 21, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
