Job Summary: How does the Administration coordinate, manage, and communicate policy with Federal agencies? How do they quickly address highly technical and programmatic questions that arise daily? A lot of this responsibility is assigned to OMB, located within the Executive Office of the President. OMB is the middle ground between public administration of Federal programs and public policy-making at the Presidential level.

Major Duties: Serves in the branch of OMB that has budget responsibilities for the National Aeronautics and Space Administration, the National Science Foundation, the Smithsonian Institution and other federally-supported museums, small cultural agencies, and overall Federal research and development coordination. Serves as analyst for research and development activities including program areas for the National Aeronautics and Space Administration (such as space station, space shuttle, exploration, aeronautics, and/or support functions and facilities), and/or Federal research and development policy including multi-agency programs in science and technology. Incumbent will analyze, evaluate, and develop creative and effective options and recommendations for policy, budget, legislative, and management issues pertaining to science and technology.
Qualifications: GS-11: One year of specialized experience equivalent to the GS-09 level that demonstrates a solid basis for understanding and evaluating federal space, science, and technology programs and policies with a solid basis in budgeting, economics, finance, and quantitative methods. Demonstrated experience shows a strong ability to analyze and track complex data, and the ability to explain the analyses to others. Examples might include work experience as a budget or policy analyst examining space, science and technology policy issues for a public or private organization.
GS-12: One year of specialized experience equivalent to the GS-11 level that demonstrates significant experience evaluating federal space, science and technology programs and policies, and a solid basis in budgeting, economics, finance, and quantitative methods. Demonstrated experience could be work experience as a lead or senior budget or policy analyst examining space, science and technology policy issues, and making presentations and recommendations to officials in the Federal Government and/or the private sector.
GS-13: One year of specialized experience equivalent to GS-12 level that demonstrates substantial professional experience in analyzing complex public policy issues in program areas related to space, science and technology. Demonstrated experience would include work involving the innovative use of various quantitative methods to develop, present, make and defend recommendations concerning public policy issues. Examples might include experience as a senior budget, legislative, or policy analyst. Experience is likely to include developing recommendations and presenting them to officials in the government or private sector.
GS-14: One year of specialized experience equivalent to GS-13 level that demonstrates substantial professional experience in analyzing complex public policy issues in program areas related to space, science and technology. Examples might include comprehensive work experience as a senior budget, legislative, or policy analyst. Examples of experience might include developing recommendations and presenting them to senior officials in the government or private sector. Strong understanding of budgeting, technology, and/or policy analysis techniques, including economics.
