This notice is being issued as a Request for Quotations (RFQ) for the Study of Point Defect Distribution of Crystals Grown on Earth and in Low-Gravity Environments. National Aeronautics and Space Administration /Marshall Space Flight Center (NASA/MSFC) has an upcoming materials science flight experiment “Crystal Growth of Ternary Compound Semiconductors in Low Gravity” on the International Space Station. One important measurement, photoluminescence (PL) spectroscopy, is needed to study the effects of low gravity by analyzing and comparing the crystals grown on Earth and in low gravity environment. NASA/MSFC will provide approximately 15 to 20 semiconductor samples to the offeror to study the point defect distribution of the crystals grown on Earth and in low-gravity environment. The vendor shall: • Prepare the samples provided by MSFC for investigation and conduct the measurements of photoluminescence (PL) spectra, using an excited energy above the bandgap energy of the samples, with temperatures ranged from 5K to room temperature. • For specific samples, the investigation will be performed by mapping the PL measurements across the sample surface, using x-y stage, with spatial resolution of no larger than 50 micron. • The recorded data of each measured spectrum will be delivered to NASA/MSFC. • Complementary characterization techniques, such as high resolution Scanning Electron Microscope (SEM), Energy Dispersive of X-ray (EDX), Wavelength Dispersive of X-Ray (WDX), and Secondary Ion Mass Spectroscopy (SIMS) will be carried out to corroborate the PL results. • Semi-annual reports summarizing the results of the analyses will be generated, as well as periodic discussions with MSFC to correlate the point defect distribution with growth information to enhance understanding of defect generation processes.
The provisions and clauses in the RFQ are those in effect through FAC 2005-78.
This procurement is a total small business set-aside.

Delivery to MSFC is to be determined (TBD). Delivery shall be FOB Destination.
Offers for the items(s) described above are due by 02/27/2015 by 4:00 pm CST to Sonja D. White at sonja.d.white@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offers may be submitted using your standard company policy.
Offerors shall provide the information required by FAR 52.212-1 (APR 2014), Instructions to Offerors-Commercial Items, which is incorporated by reference.
If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled “Buy American Act — Supplies,” the offeror shall so state and shall list the country of origin.

Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government’s requirement.
All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ will require the potential vendor to be certified within the System for Awards Management (SAM) Database prior to award.
