Description

 

NASA, KSC has a requirement for Orion spacecraft assembly, integration and production consultation services.

 

NASA/KSC intends to purchase these services from Arctic Slope Technical Services, Inc (ASRC) as ASRC has specialized experience in providing strategic production planning, facilitation and implementation of Orion’s spacecraft assembly, integration and production which is directly relevant to the operations planning for the Orion Production Operations Office under NASA’s Multi-Purpose Crew Vehicle (MPCV-Orion) Program. ASRC is uniquely qualified based on their vast experiences, in-depth knowledge and insight and acute familiarity with the current Orion’s factory assembly processes and operations. ASRC’s qualifications uniquely suit the specific requirement of independent consultant and advisor to perform lessons learned evaluation of the assembly integration and production of Orion’s Exploration Flight Test-1 (EFT1) vehicle and to develop a continuous improvement process post EFT-1 to ensure subsequent mission successes. The final comprehensive report will help assure the near-term subsequent Orion missions are processed repetitively in a safe, reliable, and cost-effective manner to meet the agency’s exploration needs. This specialized knowledge in spacecraft production planning and implementation and in depth prior experience makes ASRC uniquely qualified to provide the support required.

 

The Government intends to acquire a commercial item using FAR Part 12.

 

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. ET on February 13, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
