Description

NASA/GSFC intends to negotiate a noncompetitive follow-on contract with the Univeristy of Colorado at Boulder (UCB) for the continued development and operation of the Snow and Ice Distributed Active Archive Center (SI DAAC) for the Earth Observing System Data and Information System (EOSDIS). The statutory authority is FAR 6.302-3(a)(2)(ii) which provides that full and open comeptition need not be provided for when it is necessary to award a contract to a particular source in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other non-profit institution or a federally funded research and development center. This follow-on contract with UCB will ensure the establishment and maintainability of essential research and development capabilities for NASA’s Earth Science Enterprise Program. UCB is uniquely qualified to maintaining the engineering work in the development, utilization and calibration of essential algorithms to make the cryospheric research data sets usable to researchers. The SI DAAC’s application of these algorithms to snow and ice data is indispensable, enabling outside entities to be assured that the data is valid and useful. The period of performance for this contract will be for five (5) years. The SI DAAC will continue to be operated as part of the National Snow and Ice Data Center (NSIDC) and would continue to perform user services, product generation, data and information management, archival and distribution, and related science support activities. NASA/GSFC plans to award the contract to the University of Colorado at Boulder, 449 UCB, Boulder, CO 80309-0572. Interests in subcontracting opportunities should be directed to UCB at the above mentioned address. Interested organizations may submit their capabilities and qualifications, 10 pages or less, indicating the ability to perform all aspects of this effort in writing via fax number 301-614-5619, attention Jennifer O’Connell or email to Jennifer.A.OConnell@nasa.gov no later then December 18, 2007, at 3:30pm Eastern Standard Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is soley within the discretion of the Government. Oral communications are not acceptable in response to this notice.

The Government does not intend to acquire a commerical item using FAR Part 12. See Note 26. An Ombudsman has been appointed, See NASA Specific Note “B”

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitaiton is released it will be synopsized in FebBizOpps and on the NASA Acquisition Internet Service. It is the potentials offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.
