Description

NOTICE OF AVAILABILITY FOR SITE DEVELOPMENT PARTNERSHIPS AT NASA’S MICHOUD ASSEMBLY FACILITY (MAF)

The National Aeronautics and Space Administration (NASA) seeks to find partners to develop underutilized green space at the Michoud Assembly Facility (MAF) in New Orleans, Louisiana. MAF is NASA’s premier large manufacturing facility for launch vehicles. NASA intends to identify partnerships that will foster greater utilization of this unique national asset. Development of the green space at MAF is an integral part of NASA’s vision for transforming the facility.

With the conclusion of the Space Shuttle’s External Tank (ET) Project at MAF in 2011, NASA’s Marshall Space Flight Center (MSFC) has transformed MAF from a single project facility into a multi-tenant facility with a goal of increasing the use of MAF by NASA, other government agencies, and commercial entities. This will benefit NASA by stabilizing MAF’s capabilities, while simultaneously reducing the Agency’s fixed infrastructure costs associated with this unique national asset.

Interested parties may obtain more information by contacting the responsible NASA contacts listed below. Additional information can also be obtained at the official MAF development website, http://mafspace.msfc.nasa.gov . Please note that NASA does not intend to provide funding for green space development projects contemplated by this notice. This notice of availability will close on May 31, 2014.

To inform NASA’s near term planning activities, interested parties should, by that date, submit a brief summary of their ideas and interest in developing green space areas at MAF and their capacity and capabilities to do so. These summaries should be submitted by mail or e-mail to Mr. Taylor at the address or e-mail address indicated below. NASA will not be obligated to respond to every expression of interest received, but those submitting such summaries should include a point of contact (with address, telephone, and e-mail address) in the event NASA needs to follow up or enter into more detailed discussions with them.

NOTE: THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS NOT A FORMAL PROCUREMENT AND THEREFORE, IS NOT A SOLICITATION. THIS NOTICE IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ULTIMATELY ISSUE AN INVITATION FOR BID, REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR CONTRACT. THIS NOTICE IS INDEPENDENT OF, AND HAS NO DIRECT RELATIONSHIP TO, NASA’S SACOM SOLICITATION (DRAFT RFP NNS14478585R).
