Description

NASA/HQ has a requirement to manage NASA’s Aeronautics Scholarship program.

NASA Headquarters proposes to extend the existing services provided under contract number NNH08CC19C with ASEE which supports the award and management of NASA’s Aeronautics Scholarship program.

NASA’s Office of Education has just defined the new scholarship/fellowship model and is currently in the process of determining the implementation strategy for this model including the awarding or modifying of current agency-wide contract/contracts/or grants for the operations, award and management of its various scholarship/fellowship and internship programs. In order to continue providing scholarships while the implementation details are worked and the procurements are being made, it is necessary to extend the current contract for an additional 10 months beyond the original period of performance.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 31, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
