This notice is issued by the NASA/GSFC Wallops Flight Facility to post a Request for Information (RFI) including a Statement of Work to solicit responses from interested parties. This document is posted for Government information and planning purposes only and to allow industry the opportunity to verify reasonableness, understanding and feasibility of the requirement. Additionally, the incentive fee structure for this effort is included for comment on effectiveness and efficiency of incentivizing the selected contractor. For clarity purposes, the Contract Deliverables are also included for response. NOTE: Please ignore the highlighted areas in the Statement of Work as they will be clarified in the DRAFT RFP. Questions will NOT be addressed in any formal manner. They will be assessed by the Government and considered along with all other comments.

NASA intends to use the comments from this RFI to aid in making the final decisions regarding the statement of work and the incentive fee structure. The objectives of the RFI are: to provide industry with preliminary information regarding this potential acquisition, invite offerors to submit comments and questions regrading the technical approach and fee structure. Additionally contractors are encouraged to submit suggestions and innovative ideas available to improve the technical approach and the fee structure available for the Government to use and incorporate in the subsequent contract taking advantage of technical developments evolving in industry today. This preliminary information is being made available for planning purposes only. It does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is NOT to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. This procurement is subject to review or cancellation at any time. This notice constitutes all information concerning the NASA Sounding Rocket Program Operations that will be furnished at this time.

Responses to this RFI are requested by August 11, 2008.

This RFI is not to be constured as a commitment by the Government, not will the Government pay for the information submitted in response. Respondents WILL NOT be notified of the results, of the receipt of their responses, nor will any questions be answered in any form, written or verbal.

All responsible sources may submit an offer which shall be considered by the agency.

The anticipated release date of the DRAFT RFP is on or about September 4, 2008.

Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
