Description
NASA/GSFC/Wallops Flight Facility proposes to extend the period of performance of the current NSROC II contract NNG10WA17C for six (6) months. The contract was awarded on October 16, 2010 as a 5 year Indefinite Delivery/Indefinite Quantity Cost Plus Incentive contract. The services are intended to continue the NASA Sounding Rocket Opertaions Contract. This contract implements the sounding rocket missions for the Sounding Rocket Program. The NASA Sounding Rocket Operations Contract II (NSROC II) serves as the mechanism for the commercial implementation of the NASA Sounding Rocket Program (NSRP). The program utilizes expendable sub-orbital rockets to conduct a host of scientific missions for the study of near earth and space environments and to advance new technologies. This extension is intended to provide continuity for the sounding rocket mission requirements. Subsequent to this six month non-competitive contract extension, NASA/GSFC/WFF intends to award a new NSROC III contract based on a competitive acquisition. Proposals have been received and are currently being evaluated.
NASA/GSFC/WFF intends to purchase these services on a noncompetitive basis from Orbital Sciences Corp in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements.” Orbital Sciences Corp maintains the specialized expertise and capability to provide continuity of services for this critical mission program.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 20, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
