Description

NASA/GSFC/WFF has a requirement for a Science, Technology, Engineering Pipe Line for Underserved Populations (STEP UP) program, 1 job.

NASA/GSFC/WFF intends to purchase the items/services from HAWK Institute for Space Sciences LLC (HAWK) in accordance with 6.302-1(a)(1) 10 U.S.C.2304(c)(1) – only one responsible source and no other supplies or services will satisfy agency requirements. NASA and HAWK will co-fund a student internship program. HAWK will provide a co-funding match of between $70,000 and $100,000 to provide internship opportunities. The student internship program will provide internship opportunities for a minimum of 9 high school students, 11 community college and university students for at least 8 weeks during the summer of 2012 or a semester long part-time internship in the fall of 2012. The students will serve their internship at NASA’s Wallops Flight Facility, the Mid Atlantic Institute for Space Technology (HAWK) or Maryland Hawk Corporation in support of NASA projects. In addition to the internship program, a seminar on space science for students with physical disabilities who reside on the Eastern Shore will be conducted.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their co-funding commitment along with their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 30, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
