Description

NASA/JSC has a requirement to procure critical hardware and engineering services associated with sustaining and/or processing changes to the requirements baseline, functionality, or resolution of hardware issues for European Space Agency (ESA) provided payloads facilities such as the Minus Eighty Laboratory Freezers for the International Space Station (MELFI) and the Microgravity Science Glovebox (MSG). Specific functions required to perform this requirement include but are not limited to the following:

* Logistics and maintenance support;

* Engineering support for anomaly investigations and failure identification;

* Technical support for failed subassemblies;

* Provision of ESA payload facilities’ spares;

* And other required services necessary to for the sustainment of ESA-provided payload facilities

NASA/JSC intends to contract with the European Space Agency (ESA), a foreign space agency, on a sole source basis. No other contractor has the capability to provide the support needed as ESA. Under ESA’s current contractual arrangement, ESA and its subcontractors, maintain all proprietary data, drawings and engineering knowledge as designers and providers. The maximum time these requirements are anticipated to be necessary is for the life of the International Space Station (currently December 2024) and may be procured using multiple contract actions between NASA and ESA.

The Government intends to meet this requirement using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 13, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

All responsible sources may submit an offer which shall be considered by the agency.
