Description

NASA/GSFC intends to purchase an Engineering Model and two (2) Flight Laser Retroflector Arrays from ITE, Inc pursuant to the requirements of FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. ITE, Inc has developed laser retro-reflector arrays for many spacecraft and GSFC has supported the development of this capability over many years to enable the tracking of spacecraft by NASA’s laser ranging network GSFC intents to acquire a set of reflector arrays for the Phoenix Mars Scout mission due for launch in the summer of 2007. These arrays will enable the Phoenix lander to be located from Mars orbit. The arrays, along with the other lander instruments, are required to be delivered to JPL by Sept 2006. ITE Inc is the only company in the US that has developed flight qualified arrays of this kind and has the experience in mechanical, thermal, and optical assembly to deliver the units on the required schedule for integration on the spacecraft in Sept 2006.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on the response date stated above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
