Description
NASA/SSC plans to issue a sole source, firm fixed price purchase order to the University of New Orleans for provide expertise in the assimilation of satellite data in numerical models of coastal estuaries and bays; provide expertise of material transport in Lake Pontchartrain; provide products of model (ECOMSED) runs and statistical analysis of the utility of MODIS data for model improvement. The effort will include all labor and travel necessary for the University of New Orleans to perform the following tasks: 1. Identify and acquire seasonal MODIS scenes of Lake Pontchartrain that consist of at least 3 or more successive cloud free images; 2. Generate TSM (Total Suspended Matter) maps (images) derived from MODIS 250 m data for integration within ECOMSED and evaluate the utility of these products for sediment resuspension and transport in Lake Pontchartrain; 3. Conduct validation and verification of NASA products; existing field data may be used; 4. Conduct system benchmarking with UNO partners and managers of the Lake Pontchartrain Basin Foundation; 5. Develop a formal template of the process and develop appropriate documentation. The following deliverables are anticipated: 1. Documentation of the process for rapid prototyping ECOMSED using MODIS data (i.e. a template for further prototyping ECOMSED using non-MODIS data); documentation of results of rapid prototyping for ECOMSED; 2. Dissemination of project results through a web-based format and publication in a trade magazine; submittal of project results to a peer-reviewed journal. The University of New Orleans is the only known vendor that can provide these services. There will be only one award made for this requirement. This is a sole source commercial acquisition under the authority of FAR Parts 6.301-1 and 12. The Government believes only one responsible source can provide the tools that will satisfy the Agency’s requirements. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. (central time) on March 15, 2006. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Submissions must include sufficient information to make such a determination. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is otherwise unrestricted. The NAICS Code and Size Standard are 541990 and $6.5 Mil respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. The anticipated release date of this RFQ is on or about March 17, 2006 with a response due NLT 3:00 p.m. March 31, 2006. An Ombudsman has been appointed. See NASA Specific Note “B”.
