Description
The NASA/SSC Acquisition Management Office intends to issue a sole source, firm fixed price, indefinite delivery indefinite quantity (IDIQ), contract to Ventana Systems Inc. for the development, delivery, and implementation of a System Dynamic model which will enable NASA to effectively manage the complex Constellation Program via a simulation model. The following tasks shall be performed under this requirement: build system dynamics models for the Constellation Program; integrate the CxP with center data feeds; document the model and provide user manuals; provide training for the core team; shepherd Vensim ® simulation software support and licensing; Proactively model the impact of requirements changing throughout the program life cycle with major emphasis on early requirements development; define the needs and purpose of the model and targeted audience; utilize Graphical User Interface (GUI) screens to facilitate interaction between a user and the revised model. The estimated period of performance or lead-time for delivery for this project is eighteen months. Ventana Systems Inc. is the only known vendor that can provide these services. There will be only one award made for this requirement. This is a sole source commercial acquisition under the authority of FAR Parts 6.302-1 and 12. The Government believes only one responsible source can provide the services that will satisfy the Agency’s requirements. This notice of intent is not a Request for Quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact not later than 4:00 p.m. (local time) on 2/20/2007. Submissions will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 541511 and $23.0Mil respectively. The DPAS Rating for this procurement is DO-C9. FOB is destination. It is anticipated that Solicitation No. NNS07181892R will be issued to Ventana Systems Inc. on or about 2/22/2007 with their response due NLT 3:00 p.m. 3/7/2007. An Ombudsman has been appointed.
