NASA/NSSC has a requirement for a course entitled “Atlas/Delta Familiarization”. The objective of the training is to increase the learners knowledge of the Atlas/Delta launch vehicles propulsion, mechanical, electrical, avionics, ground support equipment and facilities. The course shall include approximately 3.5 day of classroom instruction and 1.5 days of launch complex tours. The vendor shall be responsible for providing all training materials for each student. The vendor shall conduct one 5-day session for 20 students. Training shall be held at NASA’s Kennedy Space Center on March 23-27, 2009.

NASA/NSSC intends to purchase the training course from United Launch Alliance, LLC, 9100 E Mineral Cir, Centennial, CO 80112-3401. Pursuant to FAR 13.106, the acquisition of this training course has been determined to be reasonably available from only one source and competition is impractical.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on March 15, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
