Description

NASA/MSFC has a requirement for expert technical and strategic aerospace support of the NASA Marshall Space Flight Center’s (ACO) Advanced Concepts Office, ED04.

NASA/MSFC intends to purchase the items from Onyx Aerospace, Inc. It is recommended this action be accomplished through a Sole Source HUBZone set-aside (FAR 6.302-5, FAR 19.1306) contract. Onyx Aerospace, Inc is uniquely positioned to meet the technical and socio-economic requirements of this award.

Onyx Aerospace, Inc possesses an intimate understanding of the NASA, MSFC and the Advanced Concepts Office Organizational structure, processes and analytical modeling tools. Onyx Aerospace, Inc understands the special relationship The Advanced Concepts Office (ACO) has with the Office of Strategic Analysis and Communications, which enables it to engage with Center management, Program and project offices.

Onyx Aerospace personnel have relevant and extensive experience in leading and managing an advanced space programs organization. Additionally, Onyx Aerospace personnel have significant and extensive understanding of the ACO processes and tools for developing launch vehicle and space transportation concepts. Their experience is applicable not only to design of concepts, but also to review and assessment of concepts. Onyx has demonstrated its ability to work with and within the ACO environment as a subcontractor on the Engineering and Science Services and Skills Augmentation (ESSSA) Contract. Their knowledge and understanding of these relationships along with their ability to function routinely and comfortably within this high level environment is invaluable
The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on September 3, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
