Description

The President’s Commission on Implementation of U.S. Space Exploration Policy forwarded its report “A Journey to Inspire, Innovate and Discover” to the President on June 4, 2004. In that report, the Commission made a number of recommendations concerning the future missions and structure of the National Aeronautics and Space Administration (NASA).    

Of particular note on the structure of the Agency, the Commission recommended that NASA consider reconfiguring its Centers as Federally Funded Research and Development Centers (FFRDCs) to enable innovation, to work effectively with the private sector, and to stimulate economic development.    

NASA is interested in receiving comments and ideas from all sources regarding the possible reconfiguring of its Centers, including whether to transform its Centers to FFRDCs or other alternative management structures, that would enable its Centers to become more flexible and nimble in implementing the Agency’s mission in the most effective manner possible.    

Comments and ideas should address how the proposed reconfiguration will reflect NASA Values and could create institutional incentives that continuously align performance with Agency mission needs, enable personnel practices that place sufficient priority on innovation, professional growth, and managerial mobility, stimulate private sector involvement, and enable the reduction of duplicative capabilities that unnecessarily raise NASA’s cost to the taxpayer.

Responses to the questions will be posted no later than August 19, 2004.     Responses to this Request for Information (RFI) and ideas may lead to a decision to compete study contracts or other follow-on work to implement this recommendation. Responses should be sent to Jerry Edmond at the address shown below.    

Responses to this Request for Information are due August 31, 2004.    

Respondents shall provide a hard copy submission to the address below as well as an electronic submission to the email address given below.      

Responses are hereby limited to 20 pages.      

An executive summary shall be included as apart of your 20-page response.
