Description

NASA/JSC is hereby soliciting information on potential sources for the Mission Integration Contract (MIC) in support of the International Space Station Prgram. This effort was previously announced through a Request for Information synopsis (9-BG-12-2-69P), in March of 2002. The contract strategy package was updated and forwarded to industry through the internet in June 2002. NASA/JSC is in the planning stages for a contemplated competitive acquisition for this contract effort. The plan is to award a contract in January 2004. A preliminary draft Statement of Work (SOW)is currently available at the following website: http://jsc-web-pub.jsc.nasa.gov/bd01/ISS/ Data Requirements Documents, Applicable Documents Lists, Government Furnished Property, Materials, or Facilities, and types of contracts, or any other terms and conditions, and attachments have not been completed/determined at this time.

NASA/JSC is only soliciting information for the purposes of performing market research analysis and to provide industry with additional insight into the layout of the requirements, and to solicit comments for clarification. This draft SOW should not be used for pricing or proposal preparation purposes. Additional information regarding scope and magnitude of the work will be included in the draft Request for Proposal (RFP). You are invited to provide comments to the draft SOW. Your comments/recommendations will be taken into consideration for the development of the Draft RFP and the overall contract strategy. No questions will be answered at this time. The NAICS code of 541710 has been established for this procurement, with the exception for Space Vehicles. The ROM is $140M.

This ROM is based on a 5-year estimated period of performance and is provided to size the procurement only. The draft RFP will contain any changes to the ROM and/or period of performance. At this time it is anticipated that the draft RFP will be released in late January 2003, the final RFP in mid-May 2003, proposal anticipated due date to be in mid-June, and the anticipated award date to be October 2003, with a phase in period, and full up contract start date of January 1, 2004. Please advise, based on the draft SOW, if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in Internet “Note A.”

No RFP solicitation exists; therefore, do not request a copy of a solicitation. If a solicitation is released it will be synopsized in Fed Biz Opps and on the NASA Acquisition Internet Service. It is the potential offerors’ responsibility to monitor these sites for the release of any solicitation or synopsis. Responses must include the following: name and address of firm; size of business by stating average annual revenue for past 3 years and average number of employees for past 3 years; ownership; whether you are disadvantaged, 8(a), HUB Zone, woman-owned, veteran-owned, service-disabled veteran-owned, historically black college or university, and/or a minority institution; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); capability to perform the effort described in the draft SOW.

If your interest is as a subcontractor identify your interest and capabilities by WBS. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Capabilities/qualifications submitted by industry will be evaluated solely for the purpose of determining whether to set the acquisition aside for small business concerns or establish socioeconomic goals. Respondents will not be notified of the results of the evaluation.

The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
