Description

EXPLORATION SYSTEMS MISSION DIRECTORATE – INNOVATIVE PARTNERSHIPS PROGRAM – SOURCES SOUGHT NOTICE    

NASA/HQ Exploration Systems Mission Directorate (ESMD) is hereby soliciting capability statements from interested small business (all types) sources for the Technology Transfer Transformation (TTT) project in support of the Vision for Space Exploration. This does not preclude a large business from responding.    

The objective of the Technology Transfer Transformation (TTT) project is the redesign of the network of external agents into a centrally managed support services function, supporting the ten NASA field centers. As such, it is referred to as the TTT Procurement, and it will support all the Innovative Partnerships Program Office (IPPO) program elements including the following tasks:        

  • Intellectual Property (IP) Assessment and Support: Assessing a large number of New Technology Reports annually (hundreds per year); Performing commercial viability assessments of new technologies and identifying qualified potential partners for licensing agreements;
  • Development of Partnerships: Under NASA oversight provide needed technologies for NASA’s missions and programs via dual use partnerships; Draft and assist in the negotiation of partnership agreements and licenses for NASA-owned technologies; Review the inventory of NASA technologies for the development of technology portfolios in support of partnering opportunities;
  • Outreach: Provide the ability to disseminate information about the NASA technologies available for technology transfer, expertise, and mission needs to the U.S. commercial/industrial base in the most cost-effective manner; Perform outreach services and develop outreach literature and publications for the Agency’s technology transfer program; and,
  • Program Management: Provide related program support services to the IPPO and IPP Field Center Offices. In performing the above task the contractor must have the capability to serve the NASA IPP program office, support the 4 Mission Directorates, and all ten NASA field centers. Companies are required to provide three (3) copies of their Capability Statement, addressing relevant experience and past performance as they relate to this project, to indicate capability to perform the projected work. Capability Statements are to be limited to 5 pages. Please do not exceed this limit.    

This is a Sources Sought synopsis. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.    

This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.    

The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
