Description

NASA/GSFC is hereby soliciting information about potential sources for services to support the research and development efforts of the Atmospheric Chemistry and Dynamics Branch in instrument development and operations support; experimental and meteorological data sets analysis; computer modeling and analysis; system administration and computer operations; and administrative support. Specialized scientific support services include:

1) instrument development and operations: expertise in the calibration and use of radiation detectors; and expertise in the operation of lidar systems;

2) data interpretation: expertise in establishing scientific data bases from which atmospheric parameters can be easily extracted; expertise in establishing data archives; and expertise in developing programs to interpret scientific data in terms of the chemical and dynamic atmospheric processes that produced observed data trends;

3) computer modeling and analysis: expertise in developing algorithms to convert raw data into physical parameters such as temperatures, water vapor pressure, composition, etc.; expertise in developing computer models that can be used to describe atmospheric processes; expertise in the use of Fortran on a UNIX based computer system; and expertise in enhancing the efficiency and resolution of computer models developed by others;

4) system administration and computer operations: expertise in computer system maintenance and operations; expertise in IT security and system administration on PCs, MACs, UNIX systems, etc…; and expertise in developing web sites for public access (to view and download educational materials) and researcher access (to acquire scientific data);

5) documentation and presentations: expertise in developing operating manuals for scientific instruments; expertise in developing materials for presentations at science meetings; and expertise in critiquing the research of others and in writing science papers; and

6) administrative support: expertise in developing, maintaining, and tracking administrative computer databases; expertise in budgeting and purchasing; expertise in developing presentation materials for administrative reviews; expertise in dealing with foreign visitors and providing logistic support for visitors to the Branches; and expertise in the coordination of science meetings and providing back-up services to the science planning committees. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service.

It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of 4 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact – address and phone number).

A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.

Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.  

The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to LaShawn K. Davis no later than OCTOBER 15, 2004.
