Description

NASA/GSFC intends to increase the maximum order value of contract NNG08LO01C with West Virginia University Research Corporation (WVURC) pursuant to 10 USC 2304(c)(1), Only One Responsible Source from $29M to $40M. This contract is for the operation and maintenance (O&M) of the WVURC owned facility that houses NASA’s Independent Verification and Validation (IV&V) Program. The WVURC contract is an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with task orders issued on a cost no-fee basis. Due to increased contractual requirements, quantities ordered under the contract schedule have exceeded estimates and it is anticipated that the amount ordered under the contract will reach the maximum order amount on or about May 2012. The contract with WVURC is scheduled to conclude on September 29, 2013.

NASA’s IV&V Program and its research and program support contractors are housed in the NASA IV&V Facility in Fairmont, WV. The building and grounds are owned and titled to WVURC. This contract with the WVURC provides the support necessary to a) operate and maintain the facility and grounds; b) provide institutional support to NASA personnel in the facility; and c) provide computer services/network operations. These services include, but are not limited to, data center environment maintenance, general facility O&M, executive administrative assistant services, communications services, engineering support services, library services, mail room operations, handyperson services, security services, vending machine services, photocopy services, planning and coordination services, general office supply, Automated Data Processing services, training services, computer support, equipment and property management services, and network O&M. Additionally, the contract provides furniture and general office furnishings.

A memorandum of understanding (MOU) was signed on 11/8/91 which specified that WVURC would construct the facility such that NASA could perform IV&V services for the Agency. The IV&V Facility was constructed by WVURC under a NASA grant in 1993 and title to the completed facility was transferred to WVURC. The MOU also stipulated that WVURC would be responsible for the development and daily operation of the facility and that program funding will be used for sustained operation and maintenance of the facility and for purchasing computers. WVURC is the only responsible source able to reasonably provide the O&M and other physical infrastructure necessary to support NASA operations. Based on the foregoing, competition of this effort is not a reasonable option.

The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 PM local time on March 7, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
