Description

The National Aeronautics and Space Administration (NASA)/ John F. Kennedy Space Center (KSC) plans to issue a Request for Proposal (RFP) for payload processing capabilities to support various missions launching from the Western Range. The services include payload processing capability at Vandenberg Air Force Base (VAFB), CA, for west coast payloads launching on expendable launch vehicles. The ordering period for these services will be Calendar Year (CY) 2013 through 2017, for launches approximately one year later. The Contractor shall provide processing facilities and support services at VAFB, CA, to facilitate payload processing and integration activities in preparation for mating the spacecraft with the launch vehicle for launches from Vandenberg Air Force Base (VAFB), CA. The Contractor shall provide standard services, non-standard services, mission-unique services, special task assignments, and facility modifications in support of mission processing at the processing facility, including arrangements for receipt of flight hardware and Ground Support Equipment (GSE). NASA intends to make one or more award(s) of the Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contract. The minimum order value is $10,000 with a maximum order value of $16,000,000.00.

This procurement is anticipated to be conducted under full and open competition as set forth in FAR 6.1, and acquired as a commercial item under FAR 12.

The anticipated release date of the solicitation is on or about August 17, 2012, with a response date within 30 days. The firm date for the receipt of proposals will be stated in the RFP.

All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html . T he solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
