Description

 

NASA’s GSFC/WFF plans to issue a modification to increase the maximum ordering value on an IDIQ task order contract and subsequently increase the ordering period by 12 months with LJT & Associates, Inc. to provide Wallops Research Range (WRR) operations and maintenance; support services; training; command, control, communications, information and computer systems services; testing, modifying and installing communications and electronic systems at launch facilities, launch control centers and test facilities; and range technology development engineering services. This modification will increase the IDIQ maximum ordering value from $146,250,000 by $40,000,000 to $186,250,000.

 

NASA/GSFC WFF intends to issue the modification on a noncompetitive basis to LJT & Associates, Inc. in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, “only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements.”

 

An award to LJT & Associates, Inc. will provide uninterrupted WRR services as needed for deployment (launch) and/or support of operational and test carrier vehicles including rockets, aircraft, Expendable Launch Vehicles (ELVs), satellites, balloons, Uninhabited Aerial Vehicles (UAVs) and other services needed between the existing LJT contract expiring August 26, 2015, and a subsequent Range Operations Contract (ROC) to be awarded in the October 2016 timeframe.

 

The Government does not intend to acquire a commercial item using FAR Part 12.

 

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m., Eastern Standard Time, on April 17, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
