Description

 

NASA/GSFC plans to issue an Invitation for Bids (IFB) for Wallops Airfield Repair Project, FCLP Phase 2 (A-2A, 2C, 1B, 2A, 2B, 3A, 3B, 6A, TA-1A, 2A, TB-6C, and TC-7A) at Wallops Flight Facility, Wallops Island, Virginia. The scope of work for this project shall include but is not limited to: demolition, site work, concrete construction, asphalt milling and replacement, and storm drainage piping.

 

This acquisition will result in a single fixed price construction contract. The order of magnitude for the procurement is between $1,000,000 and $5,000,000 and the effort shall be completed within 180 calendar days after notice to proceed. A bid guarantee, performance bond and payment bond will be required.

 

The NAICS Code and small business size standard for this procurement are 237310 and $36.5M, respectively. The subcontracting goals established for this procurement are as follows: Total Small Business 5%, Small Disadvantaged Business 3%, Woman Owned Small Business 1%, HBCU/MI 0.3%, HubZone Small Business 0.8%, Veteran Owned Small Business 1%, and Service Disabled Veteran Owned Small Business 0.5%. Goals are based on percent of contract value.

 

This is a new procurement. It does not replace an existing contract. No prior contract information exists.

 

The anticipated release date of the IFB is on or about June 8, 2015 with an anticipated offer closing date of on or about July 8, 2015. The firm date for receipt of bids will be stated in the IFB. All responsible sources may submit a bid which shall be considered by the agency.

 

This acquisition will be solicited inviting full and open competition. All responsible sources may submit a bid which shall be considered by the agency. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Offerors can view and/or download the solicitation via FedBizOpps when it becomes available. No telephone requests or collect calls will be accepted.

 

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html . The solicitation and any documents related to this procurement will be available over the Internet.

 

FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are REQUIRED to inspect the site where the work will be performed.

 

(b) A mandatory organized site visit will be held. Time and location will be stated in the IFB.

 

No provision in this notice in any way obligates the Government to pay any bid preparation costs. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
