Description

NASA/DFRC has a requirement for the establishment of a University Research Centers Website and Virtual Online Community (URCWVOC). The specifications are:

The Contractor shall provide the intellectual leadership, web design expertise, resources and incidental necessary to perform the work described in this Statement of Work. The work shall include research and content development, technical editing and review, users administration capability, user and task analysis, requirement plans and usage reports, URCWVOC communication DVD and Video, NASA IT Security C&A requirements and disaster recovery protection, and evaluation of web site. The Website should include the history of the program, goals and objectives, photo gallery of events, accomplishments, URC in the News and feature stories, streaming video for seminars/virtual symposia.

Tasks include:

1. User and Task Analysis

Identify users of the URCWVOC site in order to develop a thorough understanding of the target audience, their typical tasks, their specific constraints, and resource needs Conduct polling’s with users to identify additional user requirements Conduct online survey of current users, needs, tasks, and satisfaction levels Analyze user needs, requirements, and satisfaction levels. Review/analyze customer service emails Review/analyze Web logs and search logs Collect and review secondary market research related to URCWVOC audience

User and Task Analysis Deliverables include: – Written report of data collection findings and recommendations – Written report of task analysis findings and recommendations 2. Research and Content Development

Create informative and compelling content that is aligned with the NASA mission and the goals and objective, and history of the URC project Conduct extensive research to comprehend the requirements for the target audience and conceptualize the most suitable content structure to achieve communication goals Create a comprehensive information architecture which is compatible with the brand image, visuals and design, so that users may easily navigate through a well-integrated, information-rich and user-friendly website Provide content with relevant keywords and phrases, ensuring that the web presence remains cutting edge within “search engine rankings”.

User and Research and Content Development Deliverables include: Monthly research and content submission to NASA for review and approval that responds to the URC Community’s needs and the progam objectives Written content analysis report that addresses the overall effectiveness, text layouts, navigation and other related areas

3. Technical Editing and Review Systemic weekly review and editing website final content for effectiveness and clarity supporting the URC goals Ensure that the final text is completely error-free (typographical errors or mistakes in spelling, grammar and punctuation); consistent in style and tone generates action more readily through persuasive writing Ensure that the final content is appropriate to the NASA mission, URC goals and STEM issues and is free of factual errors Ensure that the final content addresses the target audiences

Technical Editing and Review Deliverables include: Monthly editing and review report, which provides recommendations for the final content Apply approved edits to the final content on site

4. Users Administration Capability

Create authorization and authentication website users for access controls for intranet, extranet and federated portal content applications and Web services environments Create memberships roles to manage user access to restricted resources, such as members-only pages; create rules (permissions) that selectively grant or deny access Manage user profile data, including requiring systematic annual up dates; determine whether a user is in a particular role and the current user role Create templates for reports from user database Create word processing capabilities from user database, including mail merging, mass e-mailing, and data input from selected Create streaming video capability for seminars and virtual symposia

Users Administration Capability Deliverables include: Create, manage, and maintain a user administration plan Written report of findings and recommendation

5. Requirement Plans and Usage reports

Create journal/log detailing site design, site map and site navigation strategy, information architecture and content organization, and student ambassadors usage Written progress reports and up dates on site development

Requirement Plans and Usage Reports Deliverables include: Monthly written report of findings and recommendation

6. URC Communication DVD and Video/Vodcast

Create a DVD and Video that describes the mission of the URC, it’s history, and the impact on the host institutions, including student and faculty interviews, action activities, and web site usage Provide vodcast (3-5 minutes in length) that highlights the impact of each URC Manage providing limited duplicate copies upon request

URC Communication DVD and Video Deliverables include: Production and distribution of URC DVD and Video/Vodcast

7. C&A Requirements and Disaster Recovery Protection

Additional server requirements for managed hosting, firewall, and security to meet the C&A requirement Provide disaster recovery from backup and maintain a current file library of all assets, graphics, and source code and revision history for URCWVOC website

C&A Requirements and Disaster Recovery Protection Deliverables include: Architecture overview report with recommendations Backup and recovery policy document Contingency plan process document

8. Evaluation and Impact Analysis of web site

Perform quarterly and year-end summative evaluation of URCWVOC web site Develop PowerPoint presentation on the overall design project Develop Lessons Learned document of the URCWVOC usability engineering effort to be placed on GSA’s usability site

Web Site Evaluation Deliverables include: Written report of usability testing findings and recommendations that incorporates video/audio clips of key issues PowerPoint presentation on URCWVOC site usability effort Lessons Learned document o URCWVOC usability effort

9. Performance Period

The performance period for this effort is 12 months from the effective date of award.

10. Final Deliverables Based upon “Description of Work” to be Completed Deliverables Due Date* User and Task Analysis Deliverables:

Written report of usability testing findings and recommendations that incorporates video/audio clips of key issues PowerPoint presentation on URCWVOC site usability effort Lessons Learned document of URCWVOC usability effort 270 days after award * Final deliverable schedule to be determined once project plan and timelines are established during NASA/Contractor meetings.

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ.

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.

Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than September 21, 2009. Quotes are due no later than September 25, 4:00pm PDT. It is the quoter’s responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any).
